Born in Nebraska, Steffen studied at the Kansas City Art Institute, the Art Students League (under Thomas Hart Benton), the Los Angeles Art Students League and the Colorado Springs Fine Arts Center. He worked as a muralist for the WPA (Works Progress Administration) during 1934-1941.
